THE PARIS NEWS, Wed., Aug. 20, 1997, p.1A: 'CITY WORKER DIED IN TRACTOR ACCIDENT - A city of Paris employee was killed Tuesday when he was ejected from the tractor he was driving and was run over. Charles Raymond Ball, 30, of Deport, was pronounced dead at the scene by Justice of the Peace Larry Moree. Ball had worked for the city two years. Ball was driving a tractor pulling a shredder and mowing in the 1200 block of W. Center Street at 1:16 p.m. Paris police Lt. Bob Hundley said Ball was west bound on the south side of the road. Ball crossed a bridge and was headed back onto the grassway when the tractor slid into a four-feet deep drainage ditch. Ball was thrown from the tractor, which continued on its course and ran over him. The tractor reportedly remained upright and traveled another 250 feet in operation. A passerby saw the tractor moving without an operator and pulled over. The citizen flagged down a city work crew, who notified police, Hundley said. Hundley said a seat belt was available on the tractor. 'We don't know at this point if he was wearing it or not,' Hundley said. 'Maybe he took it off when he realized he might flip.' Public works city policy mandates anyone operating such equipment wear a seat belt. 'We have extensive safety training on a regular basis with our public works employees. We would expect he would be wearing a seat belt, but it's unclear if he was,' said city manager Mike Malone. Malone said Ball was an experienced operator who had mowed in the W. Center Street area before. 'He knew the terrain,' Malone said.' THE PARIS NEWS, Thu., Aug. 21, 1997, p.4B: 'Deport - Charles Raymond Ball, 40, of Deport, died Tuesday, Aug. 19, 1997, in Paris.
